Found out my phone's weather app tracks my location every 30 minutes, even when closed

I was digging into my Google account's activity controls yesterday, looking for an old search. I clicked on 'Location History' and saw a map with dots everywhere, even at my house when I was asleep. The timeline showed my phone pinging my location every half hour, and the source was the default weather app. I never gave it permission for constant tracking, just for when I opened it. Has anyone else checked their location history and found something like this?

My old Samsung did that with a fitness app. Found a year of location data in some random system folder. Deleted the app right after.
