That sign at the grocery store checkout that says '10 items or less' but the line still takes forever

I was at the Kroger on Elm Street yesterday and saw a woman with a full cart in the express lane, like 20 items easy. Nobody said a word to her, not even the cashier. How do you handle people who just ignore the rules in small situations like that without being a jerk about it?

Forget the customer, blame the cashier for not enforcing the policy. If the store puts up a sign but lets the worker just scan whatever, the sign might as well not be there. You probably stood in that slow line because the employee checked the full cart without a word, so the rule is literally meaningless. If you really want change, complain to the manager, not the shopper. That woman saw an opening and took it, which is basically just human nature.
