TIL why the 7:15 bus always runs late on Tuesdays

For six months I took the 7:15 to downtown and every Tuesday it crawled, like clockwork, until I finally looked out the window and saw the farmers market setting up on 3rd Street. Trucks double-parked and carts blocking the lane turn a 25 minute trip into 40, but only on Tuesdays. Why do cities let a weekly market mess with a main commuter route instead of moving it to a side street?
