Disconnecting a live panel kicked my butt today

Pulled a meter to swap an old 200 amp panel in Austin and the neutral read hot. Ground wire was bonded at the meter can too, not just the panel. Shock me good through my lineman's, glad I had insulated tools. Anyone else run into double bonds on older services?
