Did you actually need to restart the whole laptop or was that just a random fix you tried? Because 4 hours of troubleshooting before doing the basic thing sounds like you made it way harder than it had to be. You could have saved a lot of time by restarting at the start. Hotspots are finicky but thats on you for not trying the obvious first.
