Why does nobody talk about how wet sand can wreck a big slab pour

I was on a 3,000 sq ft driveway pour outside Austin last week and the subgrade was way wetter than it looked. We screeded and floated the first section, then it started bleeding like crazy and the surface just wouldnt set right. Turns out the moisture meter read 18% when we checked after complaints, and my usual rule of thumb never caught it because it rained 4 days earlier. Got me wondering, who else checks subgrade moisture before every pour or do you just wing it like I used to?
