That "pre-wired mess" is exactly why I stopped trusting labels. My best method is to ignore the panel tags and use a toner on a single wire, then physically walk the whole house listening for it. You'd be shocked how many lines are spliced in a joist bay you'd never check, sending the signal somewhere totally illogical. It turns a puzzle into a slow, sure thing.

That toner method sounds like a huge waste of time on a big job. I've been in this trade for fifteen years and a good set of panel labels is worth its weight in gold. You just need to verify them with a multimeter at the start, not assume they're wrong. Walking the whole house for every line would turn a one day job into three, and the customer isn't paying for that. A logical, room by room check of the labeled lines always gets me there faster.
