Why does everyone use way too much filler on bumper repairs?

I keep seeing cars come through this shop in Austin where the previous guy laid on like half an inch of filler on plastic bumpers. It always cracks out after 6 months because nobody preps the surface right. Am I the only one who sees this or is it just my area?

Right, because a half-inch of bondo on a bumper" sounds like the secret recipe for a crispy bumper taco.
