Clearcoat peeled off a bumper 2 days after the job, here's what I found

Last Thursday I finished a respray on a 2015 Civic bumper, looked perfect when it left. Saturday the customer sent a photo, the clearcoat was flaking off near the lower edge in big sheets. Turns out I had skimped on the adhesion promoter after the sanding step, thought it was optional for that plastic. I stripped it down, re-prepped with the promoter, and resprayed it yesterday, no issues so far. Has anyone else had plastic parts reject clearcoat even when the prep looked spot on?
