Is it just me or does 'the customer is always right' get used as a weapon now?

I had a guy at the Home Depot in Tacoma throw a trash can at a cashier because it had a dent, and the manager still gave him a discount instead of banning him. On the flip side, I've seen staff let obvious scammers walk all over them and it just makes things worse for everyone else. Where's the line between good service and just rolling over?
