Waiting behind a guy counting out exact change in quarters

Stood in line at the Kroger on 12th street yesterday, and the dude in front of me pulls out a ziploc bag with maybe 40 bucks in quarters. He's counting them one by one, the cashier is just staring at the screen, and I'm thinking about how my phone can pay in 2 seconds but this guy is living in 1995 on purpose. Do people still do this to stretch the grocery trip out, or is it some kind of protest I don't know about? Has anyone else gotten stuck behind a coin counter and just mentally checked out for the full 5 minutes?
